Walks are full of smells, movement and new information. A dog who pulls is often trying to reach something interesting faster than we can walk.
Start in a quiet area. Reward the moments when the leash is loose and move at a pace your dog can manage. Practise in short sessions before expecting the same skill on a busy street.
If pulling comes with lunging or fear around other dogs, work on the underlying emotional response as well as the walking skill.
